It's not. I think it's just power. Data seems to be on pin 2 of plug 24 on the SAM. But I can't figure out where it goes because these diagrams are terrible.

I watched a video on how to read WIS circuit diagrams and it seemed basic but I think I am understanding a little better now.
Now it's looking like you need N71 (except see note in section B), in a stock configuration.
TL;DR: Min stock configuration requires following A), B.1), C) and D). A hail mary approach, deleting N71 from the architecture, would have you follow B.2), C) and D) only.
A) You would connect pins 1 and 2 of N71 to CAN C high/low at X63/4, pins 1 and 2. This might be a CAN junction but I will look into it. This gets N71 on the network where it probably receives the headlight on signal.
B.1) Then pin 4 of N71 connects to pins 2 of the headlight plugs (both). This is data and I believe is how N71 tells the headlight modules to turn the low beams on.
B.2) OR, you could try pin 2 of SAM plug 24 to headlight pins 2, assuming the SAM sends exactly the same data message as N71. These are all data so it should be safe to try.
C) You would still need to connect pin 1 of SAM group 24 to headlight pins 3 on both, but also splice in with pin 19 of N71. I believe this provides power from the SAM to each headlight module and N71. Make sure fuse 51 has power in and going out.
D) Pins 4 and 1 of each lamp plug group 2 (the new one) need to be grounded.
Then N71 would bitch about malfunctioning level sensors but perhaps the headlights would turn on.
Pin 2 of the SAM group 24 doesn't seem to be used with 615 headlights. Only 614 (which has no N71). That's why I'm thinking the turn on signal does come from N71 on 615 cars. 614 modules also take in level sensor inputs directly.
I wonder if you could use a 614 module in your 615 headlights and wire it in the 614 way. Kind of a wild idea...and I don't know how 614 vs 615 modules are wired internally. You might end up needing to repin the internal plug - 614 would have no output for swivel motors, for example.
OR like I said in section B), use the SAM pin 2 on plug 24 to send the on signal to the headlights. Worth a try before buying an N71 and doing a lot more wiring. It seems unlikely to work though. The data line of the 615 modules expect to take orders from N71 for headlight level and swivel. The SAM data line sends the low beam on data word but may also expect to talk to 614 modules through this wire. 615 modules don't talk to the SAM; they talk to N71. But N71 may well send the same low beam on data word, which is the only chance this could work.

Yeah X63/4 appears to be a CAN comb (junction block for the various networks). Driver's side sort of in the left kick area I think.

EPC only lists three 3 pin plugs but the diagram seems to show four of them. Putting VIN here if dealer calls back when I'm not in front of EPC: WDBTJ72HX9F267290
