So, I wonder, for the Monte, if you didn't tell them it had an OBD-II port, would they just assume it didn't, and do the 1985 tailpipe test, and not fail you either way? That sounds like the best option to me. As an 80's car, it should be exempt from emissions testing failures based on the 25 year rule in RI. I don't understand how because you could choose to make the car better that justifies higher scrutiny.

Sounds like you should drop in that 454 without cats instead so you don't fail. LOL

In his case, he's putting an OBD-I powertrain into an OBD-I vehicle. It was always going to be a sniffer test (but older than 25 years doesn't have to pass anything). The question is, he may or may NOT tell them it is a 1994 LT1. I probably would not say anything and look amazingly clean by 1987 standards.
