Bill is too picky for that. If I liked G-bodies, I'd be all over that. But he doesn't like "G-bodies." He likes the Monte Carlo SS.

The problem with these is that some of them have very ugly/elderly looking interiors. Interiors aren't very cheap or easy to find at this stage of the game. I happen to like the burgundy interior of the Monte SS (which is probably the most common to find so that is a major plus), with the full gauge cluster, bucket seats, shifter on the floor, and the sporty steering wheel.
The "regular" Monte is likely bench seats (Not very sports car feel at all), no gauges, ugly steering wheel. This is the stuff you are looking at the whole time you are in the car.
Unfortunately, the Cutlass interior is also usually bad. I like the exterior of the Cutlass though. I also like the exterior of the Regal and Grand National.
The Grand National interior is also pretty good. The Regal interior is also elderly looking.
I think the only G-body exterior I really don't care for is the Grand Prix, which is super rare anyway.

You can get a C5 Z06 for what a 5th gen Camaro costs. The performance level is substantially higher.

The ZL1 can sprint from 0 to 60 miles per hour in 3.8 seconds and do the quarter-mile in 12.1 seconds at 117 miles per hour.
Factory stock performance figures for the 405 hp (302 kW) version of the Z06 include an acceleration time from 0–60 mph in 3.9 seconds and 12.4 seconds in the quarter mile.
I understand that I am not looking at ZL1s, but this shows that that platform can be faster than the C5 Z06. I don't like Corvettes. The styling just doesn't do it for me. I don't mind the new Sting Rays, but those are 55K.

I just wanted to rub in the fact that a C5 Z06 is a better value than any 5th gen Camaro, in every performance metric. For someone big on value, you're pretty quick to dismiss that, as well as the 632 to 1,000 pound weight advantage.
A C5 Z06 with an STS turbo kit will probably run high 10s and about the only thing you'd really need to change is the clutch (probably LS9 clutch, which isn't even that expensive).
So you'd need a C5 Z06, which are now available under $20k. Such as this example:

And an LS9 clutch kit. Can't find that at the moment but parts are readily available. A complete LS7 clutch kit is $570 on eBay and that may not even be a good price.
Plus tuning but you'd need that on any build.
Total cost $27,500 and you're at your performance goal. You could probably chop a few thousand off the starting car, too. To reach this goal with a Gen 5 Camaro, I can say an STS kit will not likely get you there. Or build your own setup. Either way, it's a better starting point than a Gen 5. You can't even get into a ZL1 until you spend $36k and you're still in the 12s.
