Chrome finally improving touch scrolling

By FINALLY adopting the MS API that IE has been using, and its scrolling has been top of class since Windows 8 originally released.
Chrome still has memory issues, hardware acceleration (lack of) issues, and energy efficiency issues. All of these particularly effect portable/touch devices.
