LT1 9C1s were "too fast"

So those infamous 94-96 9C1s with the LT1 (same LT1 as the Impala SS, Roadmaster and Fleetwood)? Well I was over at my NK house talking to my tenant and the conversation switched to my Caprice.
He told me a fun little anecdote that the NK PD did have some LT1 Caprices back in the 90s, but after some successive accidents, had to get rid of them. The reason? They were too fast. Particularly and probably, too fast compared to the equivalent P71 Crown Vics of the time. Naturally I had to explain, again, that my 93 is NOT one of those, even though it looks identical to a 94 on the outside.
My Caprice needs an engine swap. And a transmission swap. Wonder if I could just do like a stock 5.3. That would probably run high 14s and be awesome to drive.
