After Environmental Protection Agency regulations were discovered in the newly proposed Clean Air Act language, SEMA jumped in to blow the whistle on the potential dangers to the racing industry. Word spread quickly through web sites and social media to reach scores of race fans and enthusiasts. An online petition quickly garnered the necessary signatures to have the message heard.

Although public comment re-opened the proposed regulation, it has not resolved the issue. The EPA has not removed the problematic language in its proposed regulation and has not conceded that motor vehicles may be modified for competition use.

However, public support can now be guided in a specific direction to battle the EPA’s proposal. This is thanks to a new congressional bill which has been introduced in the fight against the proposed regulations. The new bill (H.R. 4715) would protect thousands of racing enthusiasts and part suppliers from a potential EPA overreach.

H.R. 4715, the Recognizing the Protection of Motorsports Act of 2016 (RPM Act) was introduced by U.S. Representatives Patrick McHenry (R-NC), Henry Cuellar (D-TX), Richard Hudson (R-NC), Bill Posey (R-FL) and Lee Zeldin (R-NY). It aims to ensure that converting street vehicles to racecars which are used exclusively in competition does not violate the Clean Air Act.

“SEMA thanks Representatives McHenry, Cuellar, Hudson, Posey and Zeldin for introducing this bill,” SEMA CEO Kersting said. “We intend to work closely with our congressional allies to ensure that the Clean Air Act continues to allow the conversion and use of street vehicles as racecars.”

The RPM Act has been assigned to the House Energy and Commerce Committee for consideration. The EPA proposed regulations are scheduled to be finalized this summer.

RPM Act? Cute. Unfortunately this does nothing for me, though I would support it.
