Does RI have net metering? If so, using the panels without a battery would essentially allow you to use the grid as your battery for free.

I feel that this is the more practical/cost effective solution. It would simplify installation since the installer would probably use panels with micro-inverters. But I don't know that for sure.
Downside is that if the grid goes down....the panels! They do nothing! So you still keep a generator...no big deal.
