Universal Win 8.1/WP8.1 apps is interesting.
Battery sense....a little sad this is needed at all.
Not sure what WiFi sense is.
Install apps to SD??? Wow.

Action center? Notifications? I guess there's some confusion here.

However, Windows Phone (code-named "Blue") is a free update that will be supported for all existing Windows Phone 8 devices.

That answers that question, although this is just rumors.

If history is any indication, the first devices to hit the street with WP8.1 will be brand new.
