He should have picked an F-body. Then again, maybe they don't meet the price requirements. Even all the way back to a 93 Z28.
Anyway, a 96 Mustang GT convertible is going to be stuck in the 15s and those engines weren't exactly known for being hugely responsive to bolt-ons. I think he's screwed without nitrous.
This Mustang was ahead of its time also. It used 2005 STS steering wheel technology.
His dead speedo diagnosis is kind of making me crazy. I may have thrown a VSS at it but my process would be:
1) See if the odo ticks up even though the speedo is dead. That would mean the speedo gauge itself is just dead and everything else is working.
2) I'd also plug a scan tool in to see if the computer sees speed.
These would tell me where to start looking for the problem.
