Interesting findings at Tire Pros as well.

I saw two techs looking at the rear frame section. The verdict was, do a windshield and it'll pass. He said there is some frame rot. I said well is it bad? He said, "no, I've seen far worse." i was like "so its not going to fall off or anything?". He said no, not at all. He did ask if it was my daily driver. I said I just bought a car yesterday. So I will do a windshield.

Then I asked about emissions. I said, hey, put it on the dyno just so I know it will pass. He said "we don't so that anymore.". After some back and forth, it would appear that RI has finally caught up to Mass and gotten rid of emissions on OBD-I.

I also asked about engine swaps. He didn't seem to have any requirements. As long as it isn't obnoxiously loud and passes the OBD-II test it should be fine. It use a pre-96 car. Not bad at all.

I am confused. So you can swap anything as long as the computer controlling the car runs the engine within emissions spec and isn't crazy loud?

Does that go for newer cars like a Catera or CTS/STS, or RX-8?

Pre-96, it sounds like you can do just about anything except for what I'd call common sense things. Like a header collector dumping under the seats. Can't sound like a drag strip, has to have mufflers and stuff. And I'd also presume the check engine light cannot be on but I didn't ask. That shouldn't be too hard to figure out.

Post-96, it sounded like there were also no real rules as they don't really even inspect the engine bay. Same deal about exhaust noise. But you'd have to pass a plug-in emissions test. I don't know if RI is 96 and newer or if they slid the scale even further to the right like Mass. But I'd plan on tuning it to pass basically and you can swap whatever you want, within "reason" - I probably wouldn't swap a carbureted 454 into a G8.

Problem is, there are no rules. But I will tell you that the NK Tire Pros is very reasonable. I cannot vouch for other shops - they may decide the rules are more strict.
