EXETER TOWN COUNCIL
SPECIAL MEETING
JANUARY 20, 2015

No. 1 CALL TO ORDER/ROLL CALL: The Special Meeting of the Exeter Town Council was called to order at 6:30 p.m. on Tuesday, January 20, 2015, in Council Chambers, Exeter Clerk’s Office, 675 Ten Rod Road, Exeter, Rhode Island.

Calvin A. Ellis Absent – Flight Delayed

Also Present:
Kenneth G. Findlay, Council Assistant; and
Lynn M. Hawkins, Town Clerk

No. 2. APPROVAL OF BUILDING MATERIAL EXPENSES FOR STATE POLICE OFFICE: Mr. Patterson noted that the State Police have assigned two troopers to patrol the Town, from 8:00 a.m. to 9:00 p.m., seven days a week, at no charge. Office space with its own entrance is required. There is no space at Town Hall that meets that requirement. The Fire District has offered use of a space in the rescue building, next door to Town Hall. Mr. Patterson and Mr. Morrissey met with Colonel O’Donnell and Captain Jamison two weeks ago. The space is suitable. A wall, door, and bullet proof glass are required. The wall will separate the troopers’ office from the rest of the building. The State Police will provide the glass. The Town will supply the door and wall. The students in the Construction Program at Job Corps Academy will do the work free of charge, so long as the project is acknowledged in The Standard Times. The cost of supplies to build the wall and the door and an electrician to move a smoke detector will be approximately $1,500.00. The Town will provide a dedicated phone line and the State Police will provide the computers and IT. The cost will be paid for out of the contingency fund.

MOTION made by Mr. Patterson to approve $1,500.00 for the material to build a wall in the rescue building for the State Police office; seconded by Mr. McGovern.

Discussion: Ms. Hicks stated that she supports the motion but queried what Council’s answer will be when voters indicate that they voted against State Police at last year’s Financial Town Meeting. Mr. Patterson indicated that the vote was against paying for State Police.

William Simeone wondered whether new Governor Raimondo may pull the troopers from Exeter. Mr. Patterson stated that Colonel O’Donnell believes that the troopers will stay.
Marybeth Cournoyer asked who would be paying for the dedicated phone line.
Mr. Patterson stated that the phone line would be at the expense of the Town.
Ms. Lawler indicated that the added cost would have to be added into the budget.

Thomas McMillan queried whether radio communications and additional parking would be required. Mr. Patterson answered in the negative.

Back to the Motion: Voted unanimously in the affirmative.
