They don't talk about registration and VINs. Seems like it would be registered as a "current model year" kit car by "bob's kit cars". The state DMV would issue a VIN. Or whatever happens when you buy/register a Factory Five Roadster.

Bill just needs to wait for the 80s G-body to become cool enough for this kind of aftermarket attention.

Yeah, until you look at the prices. If you look at those prices you are at almost 30K and all you have is a frame some body and a motor. I like the idea of buying a brand new G-Body, but this complete car will bw over 50K with all of the individual parts.

I am hoping that this approval may somehow open the door for small batch production non-replica cars, like in the UK. This could allow small lightweight cars to exist in the era of heavy safety regulations.
