Essentially it's base price to base price. So like F-150 base to F-150 Limited. Additional options are not included. Easier to find the data though stacking all options on top of the highest trim seems like the best answer. So the point is, it gets even worse than this if the top trim starting price doesn't actually come with everything available.
Not understanding why Ram and F-150 are on the list but no GM trucks. I don't see their pricing models being that different. So maybe the highest trim is actually a low starting price and thus doesn't make the cut. In Silverado terms, that might mean the LTZ bases lower than the Ram Limited and same with the F-150 Limited. Probably true. Then there's the Sierra...who knows.

The Silverado would have been pretty close: Base 2wd 1500 = $27.195. Base Crew Cab "High Country" 4wd 1500 = $54,610. That comes out to 2.01. I was also able to add ~$15k in accessories.
Unless they consider the High Country some sort of special edition, then in that case the top is the 4wd Crew Cab LTZ Z71 at $49,795. That's only 1.83 which doesn't make the cut.
