Looks like the short answer is: because CableCARD. And if you consider that for a bit, it makes some sense. If CableCARD was too much of a pain in the ass for normal to deal with, then the rest of the folks running Media Center as a DVR must be using over the air (or perhaps clear QAM). Most people in the US still have cable, so Media Center ATSC users would be some small percentage of that small percentage (I am in that small percentage).
