Free Devilbiss pressure washer

My neighbor who moved to Montana gave me his old Devilbiss Excell EXH2425.
It uses an older but same series Honda GC160 engine as my Ryobi pressure washer (except it's horizontal shaft). 2400 psi vs 2800 on my Ryobi and 2.4 gpm vs 2.3 on my Ryobi. Frankly I think the pump is higher quality but this is still a residential grade unit. Just better than today's residential grade because this one is like 19 years old. It uses a horizontal shaft engine which often means higher quality in any lawn type equipment. Also the pump says you should change the oil every so often. Wow, I don't think my Ryobi is serviceable. So I changed the oil. 8 oz of SAE 30 non-detergent.
The reported condition was this:
- Engine runs fine and is assessed as good condition
- The chemical injector fitting hose barb thing is half broken off and dumps a ton of spray any time the unit runs which....means it doesn't work too well as a pressure washer
I fixed that by removing the chemical injector entirely and getting a 3/8" MIP nipple and using that to couple the hose fitting to the pump body. That worked and fixed the leak. However this uncovered a new issue. It didn't make much pressure so I turned up the regulator. I figured the previous owner turned it down to avoid having all the pressure blow out the leaking injector body, or something like that. So I turned it up and it did in fact start making real pressure. This is good! However, when I let go of the trigger, it would dead head and load the engine. This isn't right. I texted him and he ended up calling me and confirmed that this was also an issue.
I believe something is wrong with the unloader which has a job to bypass when you let go of the trigger and let the pump recirculate. The part number seems to be 16355 but I can't find anything. The closest number I can find on eBay is 16030 but I need to take this one apart (it's at the bottom of the regulator) and see if I can find a visual match or something.

If I can find an unloader, I think this unit will be 100% functional. As it is, you would have to use it by never letting go of the trigger. That would be annoying. Plus I don't think you can turn up the pump regulator high enough because when I did so it would actually stall the engine when I let go of the trigger. Clearly not right to use like that.
As far as engine condition it appears to be pretty good. The oil seemed clean and without the nozzle on, the engine was able to idle down very smoothly. So I guess I have a possible horizontal shaft donor engine (5hp) for....activities?
